The Foreign God summoned this Pseudo-Servant using a priest's body as a host. Manifesting as the famous Russian mystic Rasputin, he has crossed swords with Chaldea several times. At some times, he has been an enemy. At others, he has been neutral. Occasionally, he has even been an ally. But what are his true intentions...?

Augmentation of body and mind through faith. Rasputin was raised an illiterate farmer, yet diligently devoted himself to learning the Lord's teachings and divine mysteries. While his host studied theology under the Church, he and Rasputin appear to share some common spiritual ground. Thanks to a blend of Russian Orthodoxy, Zoroastrianism, and folklore, this skill exhibits different effects than its standard version. It can affect the minds and bodies of others, rather than only his own. This stems from the tales of Rasputin miraculously healing the Tsarevich Alexei and many others. Some say that he simply used actual medicine to treat them.

An invitation born of the unending, overflowing malice. Azhi Dahāka, a vile dragon embodying pain, torment, and death, threatens all that is good by virtue of its very existence. Evil creatures spill from Azhi Dahāka's wounds whenever it is harmed. It is said that even the gods of good were unable to destroy it. Dark, mudlike blood oozes endlessly from the stigmata carved into the man's body. His blood becomes burning oil, filling his surroundings with vile magical power.
Bahloo the Undying: EX
When Bahloo, spirit of the moon, sinks into death's abyss, he floats back up, resurrected. It despised the daens (humans) who understood his teachings, and sentenced them to a fate of death without resurrection.

■Historical Facts & Persona
Grigori Rasputin was a mystic who was active in late Imperial Russia. Born to a farmer, the previously unheard-of mystic spread religious teachings among the people, amassed followers, and eventually gained the trust of the tsar, becoming involved in his nation's downfall. His eccentric appearance, rumors swirling around him, and miracle-working gained him a far-reaching reputation as a wondrous mystic.
Rasputin's healing of Tsarevich Alexei, legitimate heir to Tsar Nicolai II, was the act that cemented his relationship with the imperial household. The aristocracy shunned him for the influence he gained over national politics. The clergy ostracized Rasputin for his ignoble birth and wild affairs with his female disciples, and rumors claimed he was using the imperial family for his personal gain. He had many enemies, but Rasputin never wavered from his personal convictions or way of life.
Although Rasputin has been held partly responsible for the dissolution of the Russian Empire, he strongly opposed military conflict with Germany prior to the First World War. Even after war broke out, he remained a pacifist, making him a nuisance to warmongers both inside and outside of Russia. Furthermore, while he was indeed a philanderer, he did not live extravagantly, instead endeavoring to lead a modest lifestyle.
On December 17, 1916, Rasputin was assassinated by nobles and military officers concerned for the empire's future. During his assassination, his cyanide-laced food failed to kill him, leaving the assassins no choice but to execute him with a revolver. After he survived two shots to the heart, they shot him several more times before verifying his death. Then, it is said that they dumped his body into the river from Petrovsky Bridge.
No records survive which might explain why Rasputin's killers handled his corpse in such a manner.

With Pseudo-Servants, either the host or Heroic Spirit's personality is dominant. In Rasputin's case, Kirei Kotomine is the dominant personality. It is believed that Rasputin has refrained from asserting his will either because he and Kotomine are in fact quite similar, or because of mutual respect for each other's way of life.
In Lostbelt Russia, Rasputin's will departed after seeing Duchess Anastasia on her intended path, entrusting Kotomine Kirei with his powers to serve as the Foreign God's apostle.
The apostles of the Foreign God consist of unique Servants, each blending multiple Heroic Spirits into a single vessel. Besides Rasputin, Kotomine Kirei's Spirit Graph contains the essence of two other beings: Azhi Dahāka, the three-headed dragon and trusted friend of Aŋra Mainiiu, the embodiment of evil in Zoroastrianism's dualistic cosmology, and Bahloo, the immortal moon spirit from Australian folklore who commands three dogs (snakes) and resurrects whenever he dies.
■His Role in a Certain World
Kirei Kotomine was an Overseer dispatched by the Mage's Association and Holy Church, two powerful supernatural organizations. When he was in his twenties, he took part in the Holy Grail War in Fuyuki, which his father oversaw. Afterward, he switched sides to the Association under the pretext of being "deployed" by the Church. He then inherited his father's role as Overseer, as one of the few survivors of the Fourth Holy Grail War. Kirei is a qualified Church Executor, and specializes in spiritual medicine. One might assume that he prefers destruction, but like Shirou Emiya, he is a mage who CREATES. His skills at healing wounds of the mind or spiritual body are a match for any prelate.
He is evil, but not a villain. He is a fiend, but not unjust. He is the ultimate enemy of "Fate/stay night."

An evil Noble Phantasm that uses the three-headed serpent—or dragon—to plunge the world into chaos. The overflowing curses even have mass. Upon contact with these curses, the minds and bodies of any sinners will be instantly incinerated. This attack deals additional damage to Evil-aligned targets, while it exerts a (weak) Instant Death effect on the Good-aligned targets. As its effect suggests, this Noble Phantasm uses evil hearts as fuel (kindling) to set fire to the world, and it cannot function in the absence of humans.
This is a composite divine Noble Phantasm, formed by integrating the disparate backgrounds of Rasputin the mystic, Azhi Dahāka the dreadwyrm, and Bahloo the heckler with Kotomine's own experience burning the world with the Holy Grail in the Chronicle Theoretical Phenomenon.
...In a certain conclusion, the conviction that the metaphysical actually exists was realized through the prayers of the people, and God's existence was proven and even observed through a hole bored into the world. Ultimately, corruption spilled from the heart of the god that represents the absolute pinnacle of evil in its dualistic cosmology, spreading far and wide across the earth.

He first understood this about himself in his teenage years. The revelation was agonizing. When he was in his twenties, he denied the truth and put himself through many challenges and trials to overcome it. And now...a single word of guidance determined the purpose of his life.

Outwardly, he is a devout believer and a mild-mannered priest. Inwardly, he is a fierce seeker of truth and a level-headed thinker. After myriad wounds, setbacks, and conclusions, he finally came to understand his existence.
