Background
The Mesopotamian goddess of beauty, fertility, and war.
She was said to be the most loved (read: spoiled) by the gods.
In this form she has not manifested as the goddess Ishtar, but as a pseudo-Servant with the body of a human with a similar wavelength to her own as a vessel.
She says that her role is to watch over humanity, like a goddess should. By this, she means she likes to grin to herself as she watches and say, "Now, is humanity going to survive? Or is it going to go extinct, I wonder?"
She truly is the (red) devil of Venus.

Her name in Sumerian mythology was Inanna, which is the older of her names. Ishtar is her Akkadian name.
She is the goddess of Venus, as well as the goddess of fertility who brings prosperity to humanity.
Also a goddess of war and destruction, she once sent a terrifying divine beast called The Bull of Heaven into the city of Uruk. She's just a terrible nuisance of a goddess.
She was also famous for having many lovers, and would go after anyone she decided she liked, be they human or god.
On the other hand, she was as cruel as the embodiment of evil to anyone who didn't do what she wanted.
It's said that the reason she sent the Bull of Heaven to Earth was because the Hero King, Gilgamesh, did not succumb to her temptations.

Kindling of Venus that Shook the Mountains.
The most destructive and cruelest of Ishtar's deeds in Sumerian mythology.
A Noble Phantasm created from the story of how she defeated and slew Mt. Ebih, which even the king of the gods feared and respected, simply because, "I didn't like it."
According to Mesopotamian myth, Ishtar went up the mountain, and her mighty power grew with each step.
When she reached the peak, she grabbed hold of it, and then thrust her spear into the mountain's heart, destroying the entire Mt. Ebih range.
Based on this myth, when she uses her Noble Phantasm, she warps to Venus, then uses her Authority to fit the concept of the planet within her hand. She then stores this conceptual planet into Maanna, and fires it.
This attack demonstrates that she shows no fear, not even of the gods. Another name for this attack is Jabal Hamrin Breaker.

She enhances her weapon with her incredible magical energy and uses it to increase her attack power.
Normally, Ishtar's divine aura could be used for almost any purpose, but perhaps because of the body she's inhabiting, she can only store magical energy in gems.
It's a powerful mana burst skill, but since the energy must be stored in a gem before it can be used, it can be a little difficult to figure out when to use it.
Manifestation of Beauty: EX→B
As a goddess of beauty, she has a fearsome amount of charisma. Even as a Pseudo-Servant, her personal magnetism far exceeds human capabilities.
While originally a composite skill (gauge absorption, curse, skill-sealing) centered around seduction, due to the strong preferences of the human she's possessing, the enemy debuff effects have been removed, in effect making it a standard charisma skill.

Her primary weapon is the airship and giant bow "Maanna, the Boat of Heaven."
Maanna is the ship of the gods in Mesopotamian myth, and also the interstellar gate that connects Earth and Venus, but because she is a Pseudo-Servant, the warp function is normally locked away.
Ishtar can also use a spear, but this time she is 100% an Archer.
While she says she's a Mesopotamian god, she seems closer to an invader from the second planet from the sun.

In FGO she has manifested as a Pseudo-Servant possessing a human.
Ishtar has a very strong ego, and behaves in ways that generally disregard the person she's possessing, yet her personality has been highly affected by her vessel this time.
Ishtar is both compassionate and cruel, but since the person she's possessing tends more towards good than evil, her cruelty has taken a back seat and her good aspects have come to the surface.
To Ishtar, a Master is somebody fun to tease. As a goddess, she considers herself superior, but since her personality is based on the person she's possessing, she never looks down on mankind. Simply put, she treats them with love and friendship as "toys that are fun to tease."
But as bonds deepen, her caring and empathetic nature changes her opinion from "a toy that's fun to tease" to "an important contractor, who is worthy of watching over."
