Background
The summer form of the Goddess of Venus, Ishtar.
After witnessing the enthusiasm of people during summer festivals and being moved by the peoples' devotion, she decided to host a great event of her own. She is truly a goddess among goddesses.
Riding Maanna, the Boat of Heaven, which has been modified to look more modern, she is a kung fu goddess who nimbly and acrobatically darts around.
"Is everyone having fun!? Everything awesome!?
Yep, yep! Good, good!

As you can see, she is quite friendly and so very generous. She is truly a benevolent goddess who blesses all in attendance of her event.

Ishtar is carefree yet elegant, bold yet cruel. But since she's dressed in modern clothes, her grandeur and terrifying divine aura have been somewhat...diminished. Her cheerfulness and generous nature have increased more than usual, and she's now more friendly.
Mastering a bit of martial arts here and there is just the sort of thing a goddess would do... Which is, of course, utter nonsense.
The only reason Ishtar knows kung fu is because the body of the vessel she inhabits trained extensively in both magecraft and martial arts.
This time around, Ishtar fights using a smattering of the kung fu moves her vessel learned.
"Uruk Arts! That is not a thing."
...was the comment from the King while sunbathing atop the ziggurat.

As Maanna has turned into a much more modern mode of transport, its True Name has also been changed to sound modern.
A move that lets one enjoy summer with full force.
A rainbow Noble Phantasm that showers the earth after Ishtar rides her Maanna scooter around the world to visit various tourist spots and gets in a cheerful mood. Her happiness is converted to magical energy, which then gets dispersed across the land.
Her costume change is also beautiful, and the magical energy that turns into shining stars is scattered around the earth to damage enemies.
Ishtar herself is feeling both overjoyed and fabulous, but the surface world is really getting shafted.

Ishtar's ability to ride Maanna, the Boat of Heaven, makes her Riding skill completely different from anything a human might have.
Of course, different doesn't necessarily mean better... It's just astonishing in so many ways. Not caring the least bit about traveling through space and time is just Uruk-style driving.
Shining Water Robe: A
A skill that changes her great crown into a swimsuit.
The great crown was intended only for Ishtar, but everyone in the party gets one. In exchange, its strength is reduced.
Summer Breaker!: A
A goddess who destroys summer (in more ways than one).
A downer version of the skill Goddess Morph.

Archer Ishtar took off the stem portion of her Boat of Heaven to use it as an arrow. But this time around, she uses the Boat of Heaven's paddle to change it into a scooter and ride around on it. While it looks like a modern scooter, it performs like the vehicle of a proper goddess. It can fly and it can even warp.
There's an odd, mysterious creature moving around at Ishtar's feet, but whatever it is, she's not telling.
While she considers Master to be a hero of great potential since they saved Uruk, she is also very confused about how such an ordinary-looking person could be a hero. She thinks Master is a very, very strange human.
This time around, Ishtar took Master's popularity (as a person trusted by the other Servants) into consideration and hired them as a staff member for her Ishtar Cup race...

It was actually a grand ritual meant to revive Ishtar's familiar, the Bull of Heaven, Gugalanna.
She lost Gugalanna the day the Mesopotamian world was struck by a great calamity, and her reputation was horribly tarnished by her mistake. She must have been vigilantly waiting for an opportunity to redeem herself.
And finally, an opportunity presented itself.
Honestly, doesn't she know when to give up?
Ishtar secretly "borrowed" precious ritual tools from Babylon's storehouse, and converted them into Holy Grails. With those powers, she set up an overlay of Venus across the land of Connacht and had powerful Heroic Spirits offer their power to the great land (read: race) so that Gugalanna could be created once again. Or at least that was the plan.
That was why the Shrine of Ishtar was converted into a giant magical energy resource integrated circuit. The Ishtar QPS (Quantum Piece System) would suck up magical energy from humans and even from Heroic Spirits and make it all its own...which made it the collection device from hell. The more QP it stored, the more Ishtar's rank of Divinity would go up. A truly wicked scheme.
