Sakamoto Ryouma, the Hero of Reform. A well-known Heroic Spirit on par with Oda Nobunaga. In this Holy Grail War in Japan, he is a powerful Servant with a specialized riding Noble Phantasm. To conceal his True Name, he typically speaks in standard Japanese, but his Tosa dialect inadvertently slips out at times. His companion Oryou isn't the historical person, but rather she is some sort of entity that was bound to a certain mountain by a seal. Ryouma, in his youthful ardor, pulled out the lance that acted as the seal.

Senchu Hassaku: A A set of eight proposals that outline a new nation, said to have been compiled by Sakamoto Ryouma. The contents of the clauses were said to be innovative during his time. It's a skill that paves a path of hope for a better future, no matter how dire the situation. Hero of Reform: A A special skill that was awarded to Ryouma, who rode through the turbulent times of the Bakumatsu and contributed tremendously to the extraordinary historical reformation known as the Meiji Restoration. Charisma: C+ He may not be able to run a nation, but he possesses solid connections with whom he is affiliated and swore to serve until death. At times, Ryouma's power can be strong enough to weaken groups having ideologies that clash with his. Monstrous Strength: A Oryou's skill, representing her incredible horsepower. No one's really sure why she measures it in horsepower since she's a dragon... Divinity: B- Oryou's rock-solid skill. Her skin is so tough, no blades can pierce it. Her long hair that reaches the ground is so hard, it actually digs into the ground when it's dragged. Rampage: B Oryou's skill that pushes her into a temporary rampage when the scales at the nape of her neck are touched.

She normally appears in the guise of a black-haired woman going by the name "Oryou." But the moment the True Name is revealed, she transforms into a giant dragon, making this an autonomous humanoid type of Noble Phantasm. Even when she is in human form, Oryou possesses Monstrous Strength and fighting abilities on par with many Servants, and her Divinity grants her extraordinary defense that makes her impervious to normal attacks. When the True Name is revealed, she becomes a majestic dragon, unleashing overwhelming power. The EX rank is used to mean it's indeterminable.

The black-haired woman by Ryouma's side is named Oryou. After Ryouma rescued her from her imprisonment on a certain mountain, she fell in love. Using repaying his kindness as an excuse, she tags along with him, becoming something of a pushy wife figure. She is not a dragon. Rather, to be specific, she is more of a mizuchi or an orochi...a being that's not quite a dragon. Some might say that Ryouma's great accomplishments during the Bakumatsu period depended upon her help from the shadows...but maybe not. As a side note, she was unfortunately away from Ryouma during his final moments, and was unable to help him. Heartbroken and in mourning, she disappeared into the bottom of the ocean, never ascending to the heavens as a dragon.
