A featured UR is 1.5% a pull with a 200-pull ceiling. It averages 63.4 pulls, and 95.1% of players get it before the ceiling.
On a Featured Unit Assembly, the featured UR is 1.5% a pull, and the 200-pull ceiling hands it over if luck has not. It costs 63.4 pulls on average, about 19,027 Diamonds. Half of players have it by pull 46.

A pull costs 300 Diamonds. The chance never rises between pulls: every pull is the same 1.5% until the ceiling. A long dry run does not make the next pull any more likely to hit; only the ceiling itself changes the odds.
Only 4.9% of players ever reach the ceiling. The other 95.1% pull the featured UR on the way there.
What a single ten-pull buys
One ten-pull has a 14.0% chance of the featured UR and a 36.9% chance of at least one UR of any kind. Of the 4.5% UR rate per pull, 3.0% goes to URs other than the featured one.
That other share is not small. A non-featured UR turns up about once every 33 pulls, so the average chase for the featured unit brings 1.9 other URs along with it. Those are part of what the Diamonds buy, even when the featured unit is the only one you wanted.
What follows for planning
Budget the average, keep the ceiling in reserve
The average is 32% of the ceiling. Saving the full 60,000 Diamonds guarantees the unit, but most of the time most of it stays unspent. For a middle road: a budget of 13,800 is a coin flip, and 45,900 is enough nine times in ten.
Luck runs both ways
Half of players spend no more than 13,800 Diamonds, less than the average, because a flat rate front-loads the lucky outcomes. The unlucky tenth pays more than 45,900. The ceiling caps that tail; it does not change the middle.
Older banners had a higher ceiling
607 banners on record use the 200-pull ceiling. 25 used 300, the last of them starting 2022-03-30.
